In-Flight Survey Program Milestones to take us into the Millennium

Tourism Industries (TI) is delighted to announce the completion of two
major milestones in its preparation for the delivery of timely and
accurate data into the millennium. The first is obtaining clearance from
the Office of Management and Budget (OMB) for the Survey of International
Air Travelers (or In-Flight Survey), and the other is the award of the
In-Flight Survey contract to CIC Research, Inc. of San Diego, California.
TI obtained an OMB clearance for the In-Flight Survey until 3/31/2002.
The only condition of clearance was that TI must work to continue to
improve response rates. The clearance obtained is required of all
government agencies that conduct survey research. The Office of
Management and Budget assigns an OMB number that identifies each survey as
an approved federal government research program. Without this clearance,
the survey could not be conducted.

17, 1998 TI issued a TI News announcement entitled: Comments Requested for
In-Flight Survey Program. TI would like to thank the 30 plus Travel
industry partners who responded to the Federal Register Notice issued to
announce TI's intent to continue this program. If you would like to see

TI and its contractor, CIC Research, have worked very hard to continually
improve this research program. The improvements documented in the
clearance package, along with industry support, helped TI obtain a three
year clearance for this program.
The second part of this announcement is to report that TI has issued a new
contract for the 1999-2003 In-Flight Survey to CIC Research, Inc. in San
Diego, California. This new contract will allow TI to continue
administering this program. The process to obtain a new contractor due to
the impending expiration of the previous contract started in November
1997, and on April 27, 1998 TI issued a TI News entitled: In-Flight Survey
Request for Proposals. This announcement may also be seen in the archives
for TI News. TI has continued to work with the Commerce Procurement
Office to secure this new contract issued on March 2, 1999.
The new contract has several options for improved data: implement the
base program, work to add new airlines/improve participation of existing
carriers, and improve the gateway manager and flight crew participation in
the program. In addition, there are also several line item options to
redesign the questionnaire and modify the report formats to accommodate
the questionnaire changes. There are several options to allow the
contractor to develop custom reports and data tapes. Two new options
allow the contractor to provide Excel or Lotus 123 spreadsheets to clients
for the custom reports and/or national reports issued by TI. Another new
line item option allows the contractor to perform an executive summary of
the data analyses for the country reports or custom reports.
TI is delighted to have CIC Research as our contractor and we hope to work
closer with CIC and the industry in the upcoming years to further improve
the data we provide to the industry on international travelers to and from
